Government of Karnataka vide G.O. No. CI 69 SPC 92, Dated : 22nd May 1992, approved the establishment of Karnataka Udyog Mitra, a Society under Karnataka Societies Registration Act 1960. the aims and Objectives of the Organization are to promote investment, extend escort services to the entrepreneurs / investors for setting up of industrial units in Karnataka, to publish literature on the facilities and incentives available for establishment of industries and to promote Foreign Direct Investment into the State.

2. AIMS AND OBJECTIVES :

  • To extend investor support and escort services to all investors/entrepreneurs interested in industrial investment in Karnataka.

  • To disseminate information through mass media by advertisements and publicity,  to create and accelerate industrial tempo and also to bring about awareness of facilities and incentives available to entrepreneurs for setting up new industrial units in the State.

  • To identify and encourage prospective investors / entrepreneurs and motivate them to establish industrial units in Karnataka.

  • To provide information to public in general and investors and entrepreneurs in particular, regarding opportunities available in Karnataka for industry, trade, commerce and participation therein.

  • To identify and contact prospective investors/entrepreneurs residing within and outside Karnataka as well as those living abroad and motivate them in setting up industrial units in Karnataka by organising special campaigns, seminars and one-to-one meetings etc.

  • To help the Non Resident Indians (NRIs) and promote NRIs / foreign investment and also keep in constant touch with related Government Agencies and promotional bodies.

  • To organize, sponsor, associate or participate in any trade fair, exhibition, event or campaign aimed at promotion of industrial development in the State.

  • To publish literature in the form of papers, case studies, reports, brochures, pamphlets, periodicals, digests, journals, project profiles and magazines etc.

  • To collect and disseminate statistics and other information concerning industrial development and trade in the State and neighboring States and countries and to maintain books, journals and other literatures relating to industrial management and development.

  • To act as Secretariat for the State Level Single Window Agency.- As per The Karnataka Industries (Facilitation) Act, 2002.

Functions


Karnataka Udyog Mitra is Designated as "Nodal Agency" for providing comprehensive support services/approvals for investors / entrepreneurs in order to effectively deliver the services in securing necessary clearances/approvals required for the project / investment proposals under various statutory regulations/guidelines and inpursuance to Government policy of De-regulation of Business Environment in Karnataka.

Karnataka Udyog Mitra is the Secretariat for Single Window Agency and its Committee constituted as per section 6 of the Karnataka Industries (Facilitation) Act, 2002. The project/investment proposals more than the Rs.3.00 crores and upto Rs.50.00 crores each are considered by the State Level Single Window Committee (Committee Members as per Annexure -I)  Mega project proposals over Rs.50.00 crores are consider by State High Level Clearance Committee, under the Chairmanship of Honorable Chief Minister. (List of the Members of the Committee at Annexure - II) The approval given by the Committee shall be binding on other concerned departments / Authorities and such Departments/Authorities shall issue required clearances within the prescribed time limits.

Heads of major Departments and Facilitation Agencies concerned with industries are represented in these Committees. The managing Director Karnataka Udyog Mitra is the Member Secretary of State Level Single Window Clearance Committee.

The State Level Single Window Clearance Committee meets regularly once in a month on every 3rd Monday and applications received on or before 15days of the meeting are placed for discussions before the Committee. The decision of the Committee is communicated to the applicants along with combined application form (CAF) enabling the project proponents to obtain/apply for further clearances / approvals, and Karnataka Udyog Mitra will be co-ordinating  with the concerned Departments/Authorities for timely issuance of the clearances and approvals.

As per the present system of funding, the State Govt. provides grants for the administrative expenditures in its annual budget under Non-Plan.

Further, the State Govt. provides specific funds for the schemes of the Department of Industries and Commerce for publicity propaganda.

In addition to the above, the Karnataka Udyog Mitra, charges processing fee for scrutinizing the project proposals and processing the same to place it before the Single Window Clearance Committee.
